All Deck and Engineer officers sailing on Kiribati vessels must hold a Certificate of Endorsement (COE) issued by the Registry against the strength of valid certificates of competency.

Foreign certificate of competency should be current and valid containing the respective STCW Convention endorsement. The Registry has the right to reject an application if upon verification, uncover that the certificate of competency is revoked, expired, altered, illegible or otherwise indicative of non-validity.

Upon completion and submission of the application form (Form COE). Kiribati Ship Registry will issue a Kiribati COE to an eligible seafarer certified by a foreign government whose certification system is in compliance with the STCW Convention (IMO's white list). Any foreign certification presented for the application of a Kiribati COE will be authenticated and verified with the issuing authority of that certificate.

Form COE should be submitted together with a valid medical report that is certified by a registered and recognized doctor by its administration.
