All Deck and Engineer officers sailing on Kiribati vessels must hold a Certificate of Endorsement (COE) issued by the Registry against the strength of valid certificates of competency.
PROCEDURES FOR APPLICATION OF COE
Original Documents to Be Submitted:
- Current crew list
- Kiribati COE Application form fully filled and signed
- Certificate of Competency (Licence) with the STCW 95 endorsement and GMDSS certificate for Navigational Officers.
- Medical certificate - Applicants should have a physical examination reported on a medical form issued by a licensed and approved physician and issued not more than 6 months before the date of application.
- Soft copy of passport sized photo of officer to be sent by email. The photo should be :
- 35mm (width) by 45mm (height)
- Jpeg format only
- File size not exceeding 200KB
To ensure clarity of the photo, applicants are encouraged to ensure the following:
- Picture has resolution of at least 300pixel per inch
- If the camera is used to take the photo, the camera’s resolution should not be below 2 mega pixel
- If a scanner is used to scan the photo, image of the photo should be 400(width) by 514 pixels(height)
Foreign certificate of competency should be current and valid containing the respective STCW Convention endorsement. The Registry has the right to reject an application if upon verification, uncover that the certificate of competency is revoked, expired, altered, illegible or otherwise indicative of non-validity.
Upon completion and submission of the application form (Form COE). Kiribati Ship Registry will issue a Kiribati COE (max. 3 years validity) to an eligible seafarer certified by a foreign government whose certification system is in compliance with the STCW Convention (IMO's white list). Any foreign certification presented for the application of a Kiribati COE will be authenticated and verified with the issuing authority of that certificate.
